Main purpose
The Geospatial Analyst will be responsible as a support team lead for managing the data processing workflow for raster and vector data within the Section. This work is critical for operational effectiveness. Secondly she/he will contribute to the implementation and maintenance of data, services and applications to support the Departments Geospatial Exploitation System (GES). The GES currently distributes imagery and geospatial products to users across the Department.
Role
The Geospatial Analyst is: 1) an analyst - conducting analysis based on Geographic Information System (GIS) technology. This involves pre-processing imagery, digitizing vector features, generating site plans, and producing geospatial products for nuclear sites worldwide; 2) the support team lead - managing the GIS workflow, spatial data and products and performing quality control on site plans generated by support team staff; 3) an expert - on GIS standards, product generation, geodatabase management. This also involves presenting methods and analytical techniques at conferences, workshops and training courses; and 4) a coordinator - working closely with the Section Head and imagery analysts in the Section on spatial data and products, and with Department staff on requirements for spatial data.
Functions / Key Results Expected

Lead GIS activities in the Section; digitizing buildings and features to produce standard site plans for nuclear sites and facilities worldwide.

Generate geospatial (imagery-derived) products to support the Section, Division, and Department.

Guide support staff in imagery collection and processing.

Perform QC on all geospatial output.

Participate in Department and Agency working groups on GIS capabilities.

Present methods and analytical techniques in Agency-sponsored training courses.

Present recommendations/analytical findings within the Division and Department, as requested.

Participate with Department staff on the development of integrated analytical products.

Participate in on-site inspections, as requested and required to understand the process.
Knowledge, Skills and Abilities

Technical knowledge:
-
-Extensive knowledge in satellite imagery and geospatial analysis.
-
-An in-depth knowledge and hands-on experience in the use of commercial image processing software and techniques and geographic information system (GIS) technologies, emphasizing ERDAS and ESRI software suites.

-Knowledge and experience in establishing and managing of geodatabases.
-
-A demonstrated ability to communicate effectively to produce high-quality geospatial products and reports and present methods, techniques, and findings to customers and inter Agency training programs.

-Knowledge of nuclear facility monitoring, with an emphasis on the nuclear fuel cycle preferred.

Project management skills: A demonstrated ability to work and independently manage GIS projects.
